Council approved a retroactive easement agreement with Anthony Hickey allowing the Borough to install a catch basin at 104 East High Street where PennDOT is installing another basin. Under the motion, Mr. Hickey will dig and maintain a ditch and install the pipe connecting the PennDOT basin to the borough basin; the Borough will accept responsibility for the two catch basins and approximately 60 feet of connecting pipe. Solicitor Tim Wachter will prepare the formal easement paperwork.
Councilor Osborn moved the retroactive easement approval and Councilor Kerns seconded; the motion carried unanimously. The arrangement clarifies maintenance responsibilities between the property owner, PennDOT and the Borough and resolves immediate drainage coordination for the parcel.
