Ceres directs staff to negotiate before LAFCO vote on fire‑district annexation

Assistant Chief Andrew Hunter explained the district serves fewer than 2,000 residents, has no stations or engines, and contracts with the city for fire protection; the district has been contracting with the city since 1963.
Staff warned the district’s shrinking tax base and the Copper Trails annexation reduce long‑term sustainability; the district and Stanislaus Consolidated submitted a joint LAFCO application. The council expressed concern about protecting city resources and ensuring the city’s continued role as closest responder. After discussion the council unanimously directed the city manager to enter negotiations with Stanislaus Consolidated and ask staff to return with proposed reimbursement or service‑sharing terms before the August LAFCO meeting.
