The City of Buchanan on July 27 introduced Ordinance 2026.09/455, a workforce-housing pilot payment-in-lieu-of-taxes (PILOT) ordinance, and scheduled a public hearing for Aug. 24, 2026. Staff said the pilot is intended to incentivize development on lots sold on the north side of town and that each application will be considered individually under the pilot's terms.
A staff presenter explained the pilot approach and noted that length-of-affordability and transferability rules will be set when individual projects come before the commission. Commissioners approved introduction of the ordinance and the hearing date on a roll call vote. The planning and community development director confirmed the item would return for the statutory public hearings required by the city's ordinance process.
