Staff also brought forward an "Affordable Housing Water and Sewer Priority" policy that would, if capacity constraints occur, prioritize allocations to affordable housing projects per state requirements. Council debated parking, safety and state compliance; several members said deviating from the adopted housing element could raise HCD scrutiny. The council voted 3–2 to introduce the ordinance (first reading, to return for adoption) and later approved the water/sewer priority resolution on a 4–1 vote.
