Commissioner Larry moved to accept the Peerless Midwest proposal, noting the city had held funds in the budget for this work; the motion was supported and carried on a roll-call vote. During discussion commissioners asked several technical questions about depth and plugging methods — whether a cement plug is set at the bottom and a surface cap is installed — and staff explained the typical practice of plugging at depth and placing a surface plug before finishing the site.
