County staff described the Miss Katy as a public–private partnership operated by EJE Dredging under the guidance of the Oregon Inlet Task Force. "It is a public private partnership," said Barton Grover, who added the dredge is dispatched for local needs and, when permitted, to other North Carolina locations that the Army Corps cannot reach quickly.
Steve House (vice chairman of the Dare County Board of Commissioners and chairman of the task force) said state legislation required that the dredge be based in North Carolina and be dedicated to Oregon Inlet and Hatteras Inlet while allowing statewide deployment when authorized. House said those deployment rules and the loan repayment structure produced multi-year local service and expedited responses to inlet emergencies.
Officials described the vessel's operational capacity, disposal practices and the role of local oversight, and no new deployment decisions were announced during the briefing.
