Committee backs expanded emergency assistance for Seattle City Light customers

The Governance & Utilities Committee unanimously recommended passage of Council Bill 121247 on July 29, moving to expand Seattle City Light's emergency bill assistance and streamline administration.
Council central staff said the City Light bill parallels the SPU changes: revise UDP eligibility methodology to an area median income standard, allow customers to access the full credit amount without extra steps and move duplicative code language into department rules. Staff estimated the change would increase program access by roughly 50,000 City Light customers.
Councilmember Strauss sponsored amendment 1 to align effective dates with prior council actions; the committee adopted the amendment and passed the bill as amended on 5–0 roll-call votes. Chair Joy Hollingsworth said the committee's recommendation will be forwarded to the full council on Aug. 4.
Committee members praised central staff and Seattle City Light for the outreach and for the technical cleanup in the amendment. The amendment did not change substantive program rules other than aligning dates.
Next step: the committee recommendation will be included in the Aug. 4 City Council packet for final action.
