Selectboard hears $2 million gap for South Village wastewater; declines new taxpayer-backed borrowing for match

Town Administrator Aileen Tulloch told the Selectboard that Phase II of the South Village wastewater project currently faces about a $2 million funding gap and that grant reviewers favor applicants who can demonstrate matching funds on hand. The board indicated it was not in favor of asking taxpayers for more money or additional bonding to provide match and asked Tulloch to pursue state or federal match or other non-taxpayer funding alternatives.
Tulloch also said the town needs to contract a Grade 1 Wastewater Operator this year so the operator can observe the site and receive required training even if the system is not fully operational; the operator’s salary would be paid from the future sewer fund but the board authorized issuing an RFP to secure a contractor. Selectboard member Chad Stoddard expressed frustration with the wastewater projects’ progress.
