Several commissioners told the applicant the record did not include the detailed site plan required by the application form and by county code. Commissioner (speaker 3) read minutes of a prior motion that had tabled the request until receipt of a detailed site plan, a VDOT commercial entrance document, a sheriff's letter on parking/traffic control, and a Virginia Department of Health letter on food preparation.
The commissioner said the VDOT waiver for the Clint Black concert explicitly required engineering designs and drainage calculations prepared by a Virginia licensed engineer. He also raised questions about the applicant's proposed off‑site parking and portable‑toilet sewage handling for large events. The motion the commission approved incorporated these concerns as conditions, including explicit approvals from VDOT, VDH and the Washington County Service Authority.
