Commissioner (speaker 3) moved that the application be forwarded to the Board of Supervisors “in accordance with section 60 six‑four 73” with conditions that include: a detailed site plan meeting county code; hours of operation restricted to 6 p.m. to 1 a.m. Wednesday through Sunday; no commercial ingress/egress through Melvin Hill Subdivision; approval from VDOT for a commercial entrance; approval from the Virginia Department of Health for food preparation; approval from the Washington County Service Authority for sewage disposal; a trash disposal plan; and an adequate security plan reviewed by the Washington County Sheriff’s Department.
The motion was approved 4–1. The commission chair announced the Board of Supervisors will consider the application at its Nov. 12 meeting at 6:30 p.m. The planning commission record shows the applicant supplied letters from VDOT, the state police, and the health department and parking diagrams that staff said were prepared for a recent large event at the site.
The commission’s action is a recommendation to the Board of Supervisors; final approval and any required engineering or drainage designs are conditions the Board may enforce or modify.
