City Attorney Joanna summarized a proposed settlement agreement related to a mixed‑use development originally permitted by the city and subsequently appealed by multiple parties. She said two appeals were dismissed for insufficiency and one appeal by neighbor David Grampa remained pending; the developer and Mr. Grampa reached a settlement and have signed the agreement.
"QMC, Cortera, and Mr. Grampa have reached that agreement in that matter today, and both have signed the agreement," Joanna said. She told council city staff and city attorneys reviewed the settlement and that, as drafted, the agreement imposes no monetary obligations on the city. Joanna requested authority to discuss the matter in executive session under RCW 42.31.110(1)(i) to consult with legal counsel on litigation.
Council held a 10‑minute executive session and then returned to vote. A motion to approve Resolution 1883 and authorize the mayor to execute the settlement agreement passed by voice vote.
