Hammond CIB approves $352,415 design contract for Marina District screenwall

The Hammond Capital Improvement Board approved Funding Allocation #317 on April 6, contracting Butler, Fairman & Seaford for screenwall design at the Marina District for $352,415. President Button described the panel design as roughly 1,000 feet of precast concrete relief panels intended to obscure the rail yard and improve visibility at the city's entrance from Indianapolis Boulevard.
"This is a project that's been envisioned for some time, led by the charge of Mayor McDermott to improve the visibility at the entrance to our fine city... These panels will have reliefs yet to be determined similar to a marina beach scene or sailboats," President Button said. He added the administration hopes to obtain permission from a local NFL team before applying any team logo to the wall.
The motion was moved by Commissioner Muda and seconded by Commissioner Prieto; the roll call was unanimous (7–0). The board's action funds the design phase; additional approvals and permissions will be required before any team logo or custom artwork is applied to the wall. The board noted the project aims to address an identified eyesore near the rail yard and to enhance the Marina District entry experience.
