Hammond CIB approves $138,884 Summer Street sewer connection to ease neighborhood flooding

The Hammond Capital Improvement Board on April 6 approved Funding Allocation #315 to fund Summer Street sewer improvements, awarding Grimmer Construction $138,884 to connect neighborhood storm sewers to the new Summer Street storm line. President Button said the project will redirect storm flow to Howard Street and reduce the load on the treatment plant.
"This project that's being considered tonight connects the storm sewer to the storm sewer that's now on Summer that directs that flow to Howard Street, and thereby alleviating the amount of flow that goes to the treatment plant," President Button said. The board identified past storm events that caused basement backups and overland flooding in the Sherman Street area as the rationale for the work.
The motion to approve was moved by Commissioner Prieto and seconded by Commissioner Muda; the roll call recorded seven votes in favor and no dissent. The board noted there remain "some potential operational concerns" that the sanitary district is monitoring, and that additional operational changes could help or worsen conditions. The project is intended to increase available storage capacity in the combined sewer by relieving storm flow into the sanitary system.
The board did not set a separate schedule in the meeting; next procedural steps include contract execution with Grimmer Construction and any required coordination with the sanitary district and property owners.
