Jackson County asks federal agencies for clarity, 45-day extension on proposed grant rule changes

The Jackson County Board of Commissioners on July 9 approved a letter urging federal officials to clarify proposed changes to rules governing federal financial assistance and to extend the comment period by 45 days.
County Counsel Joel Benton explained the proposed federal changes and warned they could let agencies "cancel or unilaterally amend grant agreements based on policy preferences," creating operational and financial risks for the county. Benton also said, "Jackson County receives approximately $30,000,000 in direct Federal grant funds each year," noting additional funding passes through the State. The board discussed potential risks to pass-through funds if the State could not accept federal funding under the new guidelines.
Commissioner Colleen Roberts said the draft letter (Submission No. 2) outlines the need for clarity in the proposed rules. The board agreed to remove certain comments from the draft, add a formal request for a 45-day extension of the public comment period, and send copies of the letter to Congressional representatives in case they could support an extension. The board also said it may draft an additional letter if the comment period is extended.
Commissioner Colleen Roberts moved to approve the amended letter; Commissioner Randy Sparacino seconded. The motion passed with Commissioners Roberts, Sparacino and Rick Dyer voting aye. The board did not record any dissenting votes in the minutes.
