How Washington County handles event permits: what Moonlight applicants and neighbors need to know

At the Moonlight Drive-In hearing county staff and commissioners walked applicants and the public through the event-permit options available under county code.
Commissioners explained that individual event permits require detailed plans for parking, security, lighting and traffic control and generally carry a minimum lead time (45 days was cited as a planning window). Section 6-37 allows a single multiple-event application for similar events occurring within a calendar year, but that application must include contingency plans for rescheduling or cancellation.
Staff also advised the applicants that some activities—commercial access from a state road, food preparation and large amplified events—will require separate evidence such as a VDOT commercial entrance permit, Virginia Department of Health approval for concessions, and coordination or letters from the sheriff's department on traffic and noise enforcement. The commission asked the Moonlight applicants to return with those materials before the next hearing on Oct. 28.
