Staff explained the amendment's single substantive change is to remove ambiguity that some residents had read as permitting golf carts; as staff put it, "This cleans that up by specifically stating, no golf carts." The council moved and carried the ordinance on a voice vote.
Council members confirmed the item was an amendment to an existing ordinance and treated the action as a title-only reading for the amendment. One council member said they were "a no on the golf carts" in practice but the ordinance as amended carried with the majority.
