Stormwater board approves $180,800 drainage and paving work at town salt barn

The Winfield Stormwater Board voted to approve a $180,800 drainage and paving project for the town salt barn, contracting H2O Plumbing for piping and ditch work and American Paving for the paving. The board's portion of the project was listed as $60,266.67.

A presenter who described the plan said the work includes downspouts tied into SDR-26 piping, a sediment collection sump and a 12-inch C900 DR18 run to the existing culvert to Deer Creek Ditch. He summarized competitive bids and recommended H2O Plumbing, saying, "my recommendation is following H2O Plumbing for the piping and the ditch work in the amount of 75,000" and recommending American Paving for the paving portion.

Board member John raised concerns about whether the proposed asphalt thickness (2.5 inches of binder plus about 1.0–0.5 inches of surface) would withstand heavy truck traffic, saying, "I just don't know if that's enough for these trucks." Tony, the staff member, answered that the existing base "is pretty solid" with prior 25–26 ton salt trucks operating there and that the proposal includes an allowance to order extra stone if the base proves inadequate: "They put money in there for an allowance that you could order extra stone if we needed it." The board agreed staff may inspect the base if needed before work proceeds.

John made the motion to contract H2O Plumbing for $75,000 and American Paving for $105,800, noting the board's portion. The chair called the vote and members responded "Aye," approving the contracts. Next administrative steps listed were executing paperwork and confirming the cost-share; the presenter noted the sewer and stormwater boards and the town council would handle their respective funding approvals.
