City receives two bids for 165th Street improvement; project seeks Community Crossings match

Hammond City officials opened bids March 26 for the 165th Street improvements from Kennedy Avenue to Grand Avenue and referred received proposals to the city’s consultant for detailed review.
Staff read two sealed bids: Milestone Contractors submitted $1,935,417 and Reeth Riley submitted a base price of $1,533,746.90 (with an alternate). Engineering staff told the board the Indiana Department of Transportation had advised the city to solicit bids now but not to award the contract until the state issues a matching-grant award under its Community Crossings program. "We feel like we have a good bid," a staff member said, noting the legislature added $75 million to the program and the state told localities to forward low bidders for first-come, first-served consideration.
The board voted to refer the bids to consultant 1st Group Engineering for tabulation and recommendation. Committee members said the consultant should clarify any discrepancies between base and alternate pricing and report back with a recommendation before an award is made.
