Council approves necessity resolutions to place two levies for streets and police before county auditor

On July 20 the Village Council voted to request certification from the Ashtabula County Auditor for two levy measures: a renewal 1.5-mill levy for five years to fund streets, roads and bridges (Resolution 2026-51) and a new/additional 1.99-mill levy for five years to support the police department (Resolution 2026-52).
Both measures were presented as Resolutions of Necessity under Ohio Revised Code §5705.03. P.J. Macchia moved for emergency action and to waive readings on both items; Matt Caudill seconded. Roll-call votes for the emergency motions and final actions were recorded as unanimous.
The resolutions request certification necessary to place the measures on the ballot; the meeting record did not include language of ballot timing, estimated revenue amounts, or projected tax impacts on individual parcels.
