The Lake Arrowhead Community Services District Board on July 22 approved a $1,359,052 contract to stabilize the slope at the Spyglass tank site and authorized change orders up to a 15% contingency ($203,858). Engineering Manager Scott Schroder told the Board the work will include a soil‑nail retaining wall, new storm drain piping, catch basins, fencing, and site grading to protect the tank site from ongoing erosion.
Mr. Schroder said the stabilization is necessary now to protect the tank site ahead of a planned tank replacement, which is scheduled to be budgeted in the next fiscal year. The Board’s action approved awarding the contract to Trinity Construction and authorized the General Manager to execute the contract and approve change orders up to the contingency amount. The motion carried unanimously with Director Bruce Reynolds absent.
The project was described as part of the District’s Capital Improvement Program allocation; Schroder noted the stabilization portion is included within the District’s $2.9 million allocation, while the tank replacement will be funded later. The approval also included filing a Notice of Exemption under the California Environmental Quality Act.
