Howe told the Council the parcels were included in the original 1988 special-use approval but never incorporated into the shopping-center master plan and have been vacant for decades. She cited Town code (section 15.8.4) supporting rezoning where a project-specific SU is discontinued. Mayor Torres asked for clarification about uses allowed under C-1 compared with SU and requested staff (Rebecca, unavailable) provide detail; the item was introduced for future Council action and no final vote was recorded on July 20.
