Board awards Willow Creek WWTP waterline replacement contract to Borden Excavating

The Lake Arrowhead Community Services District Board voted unanimously on Aug. 26, 2025, to award Project No. 248 (Willow Creek Wastewater Treatment Plant waterline replacement) to Borden Excavating Inc. for a low responsive bid of $875,973 and to authorize the General Manager to approve change orders up to 15% of the original contract price.
Engineering Technician Gus Albarran recommended the award and told the Board references from other agencies confirmed Borden Excavating's track record. Including contingencies and inspection costs, staff estimated the project's total cost at $1,068,687, to be funded by Wastewater Capital Improvement Plan Fund 210. "References from other agencies confirmed Borden's strong track record," the minutes state.
The Board also determined the project is exempt under the California Environmental Quality Act and authorized the General Manager to administer the contract. The motion was made by Vice President Steve Boydston, seconded by Director Bruce Reynolds, and carried unanimously.
