The council moved to set a public hearing for Aug. 24 on a zoning amendment that would allow "multiple dwellings" as an accessory use in the Tri‑State Commerce District, the area that includes the former Schneider property. The council also declared the proposed change an unlisted (Type II) SEQRA action and forwarded the matter to Orange County Planning and Port Jervis planning for comment.
Jason Mcgrew described the amendment as a targeted change to allow residential uses in a commerce district that previously did not permit them: "We're looking to add the term multiple dwellings as an accessory use to the Tri‑State Commerce District," he said. Councilmembers voted to set the public hearing and to circulate the proposal to planning agencies for review.
The measure's public hearing will let residents, developers and county planners comment on whether and how residential uses should be integrated in the district. The council recorded the motion and carried it without recorded opposition.
