Starksboro DRB opts for open deliberation and email proofing of decision

Rooney noted that some standard internal editing practices (such as drafting changes by email) must be done in a manner consistent with holding deliberations in public; the Board directed staff to distribute the draft by email for review but complete adoption at the recessed public meeting.
