The Development Review Board chose to conduct deliberations for the Boss‑Kelly subdivision in open session and to finalize a written decision at a recessed meeting.
Following closure of the public hearing, the Board voted to deliberate in open session. Zoning Administrator Stephen Rooney distributed a draft decision to facilitate discussion. Board members discussed which placeholder findings could be removed and agreed the VTrans permit recording should be added to the findings.
The Board voted to recess the open deliberative session until May 28, when members will proof and adopt the final decision. Rooney noted that some standard internal editing practices (such as drafting changes by email) must be done in a manner consistent with holding deliberations in public; the Board directed staff to distribute the draft by email for review but complete adoption at the recessed public meeting.
