The Starksboro Development Review Board approved the Boss‑Kelly two‑lot major subdivision on May 14 following a final plan review and open deliberation.
Jason Barnard, the applicants' agent, told the board that new S‑1 and S‑2 drawings (dated 12/30/25 and revised 5/14/26) include updated wetlands delineations and that the VTrans Route 116 access permit has been recorded in the town land records. Barnard also reported that the revised lot sizes conform to the town bylaws and that the new impervious area remains under 10,000 square feet, which staff said does not trigger a separate stormwater management plan requirement.
The hearing record shows the board discussed Preliminary Determination items and confirmed the wetlands delineation requested by the State had been completed. Zoning Administrator Stephen Rooney distributed a draft decision in the open deliberative session and the Board agreed to add the VTrans permit recording to the findings. Arnell Paquette moved to approve the application; Vice Chair Evelyn Boardman seconded, and the motion passed unanimously.
The Board recessed the deliberative session to May 28 to finalize and sign the decision; the approval is effective after the decision is signed and any appeal period expires.
