Interim City Manager Tim Johnson presented the City's mid‑year financial status and said the "approved budget is $47,816,457," reporting that fund budgets were within expected values as of Dec. 31, 2025 and that the general fund revenues are on track to meet forecast. He told the council the fiscal year 2025 audit was complete with no findings, though he recommended several procedural changes and policy adoptions including forming an audit committee, setting reserve policies for the general fund and citywide, establishing a fleet management policy and investment portfolio guidance, monetizing services, improving grant management tracking, and updating system development charges.
Councilor John Lyon moved to adopt the report findings as presented by Manager Johnson; Councilor Steve Irving seconded the motion and it passed unanimously. Manager Johnson also proposed budget committee training and scheduled budget committee meetings and training on April 27–29 to prepare for the next fiscal process. The council's adoption records no audit findings and directed staff to return with proposed policies and timelines for the recommendations.
