Council approves Avon Nature Area repairs, moves funding into 2026 budget

Parks staff presented a contract recommendation on July 27 to repair trail features at the Avon Nature Area after 2023 inspections found wooden stairs, boardwalks and an overlook in poor condition. The council authorized a $475,980 contract to Warren Contractors and Development Inc. with a 10% contingency ($47,598) for a total not to exceed $523,578, and directed the procurement manager to execute the agreement.
Council questioned the budget timing: some work occurs across 2026 and 2027, and members worried the PO would encumber funds before the 2027 budget is finalized. Vice President Mangioli moved to amend the resolution to specify the total project amount be paid from the 2026 budget; after a parliamentary procedure discussion the amendment passed and the amended resolution was approved.
Parks staff said construction will likely begin in late 2026 and finish in spring 2027; the scope includes replacing stairs and boardwalks with new timbers, building a new block wall at the overlook, adding picnic benches and improving accessibility. A separate construction-engineering contract with Spalding DeDecker (not to exceed $68,784) was approved to provide contract administration.
Next steps: procurement manager to execute the contracts; staff to include maps and Q&A in meeting minutes and to coordinate with finance on encumbrance and budget adjustments ahead of the Aug. 17 budget workshop.
