Englewood City staff outline August agendas, flag conflict waiver and staffing items

City Manager Sean Lewis opened the July 29 mayor-manager meeting by walking through the city’s upcoming August calendar and the items planned for council consideration.
"We'll start with the August 3 meeting," Lewis said, listing a Budget Advisory Committee study session, recognition of 2026 summer interns and the city fleet team, and several contract and intergovernmental items. He also noted a motion to approve a conflict-of-interest waiver for outside attorneys and an intergovernmental agreement with Arapahoe County for coordinated election services.
The meeting preview identified additional study sessions: an Aug. 10 workshop on the proposed strategic plan and a 2027 budget discussion, and an Aug. 17 budget update. Lewis also listed several consent or possible-consent items for Aug. 17, including maintenance agreements tied to the sale of Englewood Housing Authority duplexes, construction work on the Allen Water Treatment Plant (phase 2), an on-call contract for urgent water and storm repairs, an IGA with the Mile High Flood District for a flood-risk study, and a USGS gauging-station agreement renewal.
City Attorney Tamara Niles asked that the conflict-of-interest item be scheduled early under motions so outside counsel can be handled efficiently; the mayor and staff agreed to place it under motions and noted it may be pulled from consent for questions. The manager also said the city reached agreement with BNSF for a public hearing tied to a right-of-way vacation on South Huron.
The meeting closed with confirmations of an Aug. 24 executive session for legal advice on employment matters and placeholders for longer-term items including a comprehensive-plan update and an affordable housing action plan. The manager said he expects to miss the Aug. 24 session due to his departure timing.
