Residents push for phased public process, ask about sewer, taxes and proximity to school

Several speakers during the public comment period urged the county to proceed in clearer, staged steps so residents can understand bond mechanics, contingency planning and impacts on local taxes. Laura Brown said the more information she had, the more reluctant she felt to support the project without clearer contingency and operating‑cost answers.

Public commenters also raised specific questions about sewer and off‑site utility costs: one attendee said there has been conversation about a $2 million sewer improvement or contribution from Spencer to extend service and asked whether that commitment should be formalized prior to purchase. County staff said a written agreement with the town is a likely next step and that commissioners would take responsibility for negotiating sanitary main replacement and extension agreements.

Several residents asked about the potential impact of an increased assessed value on property taxes, and the chair said the assessor told officials that a one‑time sale will not automatically change assessed values for other parcels because sales are compared "apples to apples" and institutional assessments differ from one‑off county purchases. Safety questions were also raised about the site's proximity to schools; sheriff and designers said design features (secure doors, multiple internal control points) would make an escape to a nearby school extremely unlikely, but residents asked for clear contingencies and a phased public engagement plan.
