Designers present 112‑bed jail plan: 38,000 sq ft, flexible expansion and two access points

Consultants from BW Construction and Elevatus presented a site and floor‑plan concept for a new Owen County jail that includes intake and booking, administrative space and a housing arrangement for 112 beds.
"The building itself is about 30, a little over 38,000 square feet," Greg with Elevatus said as he walked the council and public through the floor plan, describing an administrative wing, intake/booking in the middle and housing pods to one side. The proposed housing includes six 16‑bed cell dayrooms and two dorm‑style dayrooms sized at eight occupants each that together produce a 112‑bed count.
Designers said the layout emphasizes sightlines for staff (to reduce sole reliance on cameras), two entrances off State Road 46 to preserve access if one approach is blocked, and clear areas for possible future expansion to the south and north of the building. They also noted that the site can be built with conventional foundations based on geotechnical borings, which reduces specialty foundation costs compared with other parcels previously studied.
The team cautioned that the plan shown is schematic: BW said the final design will be refined during the schematic and design development phases and that a guaranteed maximum price (GMP) will be presented to the county once design and subcontractor input are complete.
