Policy committee delivers six draft policies; board to review and seek attorney vetting

The Townshend policy committee reported it has drafted six policies—personnel, conflict of interest, towns & committees, animal ordinance, town hall use and common use policies—and asked the select board for time to review and provide edits. "Our goal is to refresh everything that needs refreshed according to the auditors," Alicia (S9) said, explaining that some policies have not been reviewed in many years and that the committee drew from neighboring towns’ language.

Board members debated process and public‑notice requirements, particularly whether committee membership lists should be embedded in static policy or maintained separately online. Several select board members asked for a written legal opinion on open‑meeting law implications for appointed committees and for attorney review of the draft policies before formal adoption. Committee members agreed to circulate side‑by‑side comparisons where significant language changes occurred and to solicit board feedback ahead of the next meeting.

The board identified personnel, conflict of interest and animal control as priorities for expedited review because those policies have operational implications for staff onboarding and public safety. The committee will provide a draft list of changes, references to relevant Vermont law, and suggested next steps for attorney review.
