During the public comment period dozens of residents voiced alarm about the proposed site’s proximity to schools and a liquor store and about vehicle access to the parcel. One resident told the council, “We're we're next to 5 schools on this,” and asked whether the program would require sobriety or increased law‑enforcement patrols. Several speakers called for additional sidewalks, crosswalks and changed driveway locations to address sight‑line and incline concerns at the proposed entrance.
County presenters and shelter advocates responded that shelter models with on‑site services tend to reduce nearby encampments and related incidents, citing evidence from other projects. A presenter told the meeting that temporary shelter and wraparound services in other communities led to fewer encampments and reduced emergency costs; supportive speakers with lived experience said housing and case management had helped them stabilize and find permanent housing.
Council members asked staff to compile suggested mitigations and to pursue discussions with county staff about security, patrols and traffic engineering. No binding mitigation plan was adopted at the meeting; staff said they would record public suggestions for follow‑up discussions with the county.
