Council approves second amendment to Hiatt Creek development agreement to consolidate amenities

City Attorney Brandon Dalley introduced a negotiated second amendment to the Hiatt Creek Phase B-1 and B-2 development agreement on behalf of Payson City; the developer’s attorney, Mr. Dansie, explained the change would allow amenities planned in separate phases to be combined into a single, shared clubhouse. Mr. Dansie said "the same number of units will be in the subdivision, but space will be shifted to allow for all phases to use the clubhouse amenities." The amendment increases the clubhouse by about 500 square feet and clarifies phasing and construction responsibilities.
Brandon Dalley recommended approval, stating the amendment conforms with city ordinances and long-term planning goals while keeping the originally agreed unit counts. Councilmember Rowley asked about the reasoning for the change; the developer said it promotes cohesion and upgraded amenities. The council approved Resolution 06-03-2026-C on a unanimous roll-call vote.
