Commissioner urges tighter limits on counting retention basins as open space

Commissioner Ryan Frisby raised concerns at the May 27 meeting about allowing developers to count retention basins as open space, telling staff the current practice "short-change[s] the residents when we allow developments to use retention basins as open space and get out of putting amenities in those spaces." He asked staff to consider lowering the open-space credit for retention basins and to possibly attach conditions to their approval.
Chair Kirk Beecher responded that retention basins "shouldn’t be totally excluded from open space," suggesting the flat bottom area could count but not the slope. Staff told the commission they could look at putting language regarding retention basins into the land-use code. The commission did not take formal action at this meeting; staff will evaluate code options for future consideration.
