Community Development Director Daniel Cardenas presented a staff recommendation to rezone approximately 0.5 acres at 517 West Center Street from General Commercial (C‑G) to Downtown Village — Commercial. Cardenas said the property lies adjacent to a parcel already developed to Downtown Village standards and that the General Plan designates the area for future Downtown zoning. He told the council the Downtown Village zone allows three residential units per 1,000 square feet of commercial space in mixed‑use developments.
Applicant Clay Liston described plans to construct a building similar to the existing development across the street: two first‑floor commercial units and six residential units above, with parking and open space. Mayor Guy Fugal opened and closed the public hearing with no public comments, and the Council approved Ordinance 2025‑008 unanimously.
