Council delays decision on rezoning 7.5 acres near North County Boulevard after neighbor objections

Community Development Director Daniel Cardenas presented a rezoning application from Maple Springs of PG Holdings, LLC to change four parcels (approximately 7.53 acres) from R1-8 to P-O (Professional Office) to allow medical office development. The parcels lie near the North County Boulevard/1100 North intersection and carry a General Plan designation of Professional Office, but neighboring homeowners said rezoning the full 7.5 acres would surround them with offices.
Neighbor Carrie Hammond said access to her property is a driveway shared with the subject parcels, not a through street, and raised concerns about traffic, noise, dumpster operations and a private well that abuts the property line. Applicant Greg Larsen acknowledged they had not met Hammond and said they would protect the access and well. Council members expressed concern that rezoning such a large residential area reduces the city’s residential land supply; staff recommended the developer meet with affected property owners and returned the matter to the April 8 meeting by motion. The item was continued; no rezoning was approved at the March 18 meeting.
