Feasibility study recommends 26,000 sq ft library next to Petite Museum after broad public outreach

Kevin Blaylock, the consultant engaged by the library board, summarized a nearly complete feasibility study and told the council that public engagement exceeded expectations: the outreach program drew more than 700 in-person and survey responses and the largest share of respondents favored a site next to the Petite Museum.

"We were 7 57 20 — over 700 residents came out," Blaylock said, describing community turnout for an open house and surveys. He told councilors the study team analyzed circulation, collection size, demographics and projected population growth and recommended a rightsized new library of roughly 26,000 square feet. "Our objective or recommendation would be to consider this as a 60 year building knowing that 26,000 square feet with enough management should get you comfortably 30 years down the road," he said.

Councilors debated site options, including reuse of Wilson School versus a new facility near the museum. Staff and the consultant noted pros and cons of each site (cost uncertainties, parking, preserving historic character). Blaylock described next steps as hiring an architect and developing cost estimates and financing scenarios; he estimated a planning and construction schedule of about 28 months from design to completion.

Library staff and councilors stressed preserving the historic look of the Petite Museum site and asked the consultant to return with more detailed cost/parking analysis if the city chooses to advance design work. There was no vote to commit funding or select a site at this meeting.
