Council clarifies and reaffirms ban on data centers in Summit

The Common Council adopted Ordinance 26-3393 to amend Summit's development regulations and clarify the town’s existing prohibition on data centers.
Council member Chris (speaker 12) told the council that Summit was “an early mover in banning data centers” and that the ordinance tonight refines technical language from a June adoption to prevent any backdoor uses. He said the planning board found the proposed language “not inconsistent with Summit’s master plan” and recommended an optional change (banning off-site customers/users) that council will consider later.
Members of the public and climate activists spoke in favor of the clearer prohibition. Will von Klimper (speaker 16) thanked the council for the ordinance and suggested a short survey of neighboring towns’ policies to coordinate regional responses. A Gen Z-led advocacy group representative (speaker 17) called the ordinance a model for municipal control of “unnecessary infrastructure leaching off of our communities.”
Council members who supported adoption also said the town should consider additional technical measures in September, including setting an electrical-capacity threshold and explicit noise limits, to ensure the ordinance scales with evolving technology. The ordinance vote carried and the council directed staff to monitor and consider further refinements.
