Mayor Lutz told the council the borough plans to phase in enforcement against bikes, e-bikes and scooters that lack front and rear lights during hours of darkness. "Starting now, anybody riding a bike, ebike, scooter... from sunset to sunrise... they don't have lights front and back... we're gonna pull them over," he said, adding the initial step will be education and warnings before moving to citations.
Councilors and staff discussed accommodation for community events and potential joint purchases with the fire department to lower unit costs; they also noted state statutes that govern equipment requirements and said the goal is to make night riding safer while educating users rather than immediately imposing strict penalties.
