RPC recommends rezoning of 34 parcels from commercial to rural‑residential in Calvetta Valley

Staff said parcels were master planned for rural residential and lack water‑and‑sewer utility service that would support commercial development; staff recommended returning parcels to a residential zoning that reflects their original subdivision design. "Staff recommends approval to the BOCC of ZCMP‑24‑14," a planner said.
Members of the public and commissioners raised questions about water availability, nitrate concerns, well drilling depth and septic setbacks. Staff noted these are one‑acre lots and the county’s permitting standards allow wells and septic on 1‑acre lots but acknowledged water quantity and nitrate issues that will affect development cost and feasibility.
The commission moved and seconded a recommendation of approval to the BOCC based on staff findings. The BOCC is scheduled to take final action on 09/17/2024; staff will forward the RPC recommendation and the public record.
What's next: Staff will transmit the RPC recommendation to the BOCC for its September hearing; property owners and the water district were notified during the planning process and staff recorded one letter of support.
