Parowan planning commission recommends reclassifying stretch of 100 North as minor collector

The Parowan City Planning and Zoning Commission voted unanimously on May 20, 2026 to recommend that the City Council amend the Transportation Master Plan to reclassify a portion of 100 North — specifically the segment from 600 West to 1000 West — from a Local Road to a Minor Collector roadway. Commissioner Andy Nelson moved for the positive recommendation; Jamie Bonnett seconded, and the motion carried without opposition.

The item was heard during a public hearing that opened at 6:03 p.m. Chair Shane Williamson introduced the proposed amendment and referenced a map showing the affected segment. Councilmember John Dean asked whether the reclassified segment would serve as a primary access road for a recently discussed annexation or whether initial development would instead route traffic toward the RV resort, leaving 100 North as a later-phase secondary access. Williamson said the applicant's engineer had presented a preliminary design that incorporated a minor collector designation but emphasized the design was preliminary and was not formally tied to any zone change; the final submitted design could differ. No members of the public spoke during the hearing.

The commission’s recommendation sends the proposed Transportation Master Plan amendment to the City Council for final consideration. The commission did not take a separate action on any engineering details; the discussion made clear that specific roadway design and phasing would be determined through the applicant’s later submittals and any council-level review.
