Council approves utility easement, noise exceptions and two‑lot Grove Commons subdivision

On June 24 the Council approved three routine items. First, the Council authorized the Mayor to sign a small underground right-of-way easement (about 10x10, ~0.002 acres) for Rocky Mountain Power at the Monson Well and Booster Pump site near 100 North and 950 East to accommodate relocated electric infrastructure; Attorney Christina Petersen said the easement is limited in size and scope and necessary to move facilities off the water tank site.
Second, the Council approved a noise-exception permit for Kyle Fox and Follow the Flag to exceed standard decibel limits until 11:00 p.m. on July 5, 12 and 13, 2025, contingent on 24-hour notice to immediately adjacent residents. Third, the Council approved the preliminary two-lot commercial subdivision, Grove Commons Plat 'D,' at approximately 1809 West State Street; no commercial site plan was before the Council at this time.
All three items passed unanimously. Council members emphasized the temporary nature of the noise exception and the small size of the easement; staff recorded the subdivision approval so the applicant can pursue site planning.
