Council pauses Bezzant Boulevard street‑renaming request while staff refines 'extraordinary' criteria

He explained the City’s current street-naming criteria, noting one criterion allows naming for "extraordinary civic contribution," but the code does not define "extraordinary." This is the first local request to name a city street after a living resident who did not die in service.
Council members asked staff to pause processing the application while staff researches practices in other cities and drafts clearer definitions so future requests are judged consistently. Members of the Bezzant family (Carrie Fox and Kyle Fox) spoke in favor of the name, noting the family’s land donation for Battle Creek Park and community service. Mayor Guy Fugal said a decision will take more time; Council Member Eric Jensen suggested a temporary printed sign could be used in the interim.
The Council did not take formal action to approve a street name at this meeting and instructed staff to report back with recommended code language and examples from other jurisdictions.
