Planning commission approves home-based childcare at 3210 E. Havasu with driveway waiver and six-month condition

The Planning Commission approved a conditional use permit to allow a licensed home‑based childcare at 3210 East Havasu Street after a staff presentation and extended questioning about parking and safety. Staff said the CUP is contingent on an approved waiver for a paved circular driveway; the applicant, Twanisha Jamerson, said she is licensed by the State of Nevada and would enroll no more than 12 children at the location.

Commissioners focused on driveway safety—county code requires circular driveways to prevent vehicles from reversing into the right-of-way—and whether the lot dimensions would permit the required 30‑foot setback from the entrance. Jamerson said she could install an in-and-out loop but needed time for measurements and bids. The commission approved the CUP and modified the waiver to remove the 30‑foot setback requirement while requiring the circular in‑and‑out driveway to be constructed within six months, along with six‑month written progress reports. Jamerson told the board, "I already have my state license... It would only be a maximum of 12 kids," and committed to meeting the conditions.

Neighbors raised concerns about noise, traffic and neighborhood character; nearby residents urged denial while others, including a licensed childcare provider who testified, urged the commission to support more licensed capacity in the county. The commission added standard conditions of approval addressing fencing for an outdoor play area, restricted outdoor play hours near residences (08:00–18:00 unless otherwise approved), and the requirement to notify potential purchasers in writing about the CUP’s conditions. The waiver was approved with the amended dimensional condition and a six‑month installation deadline.
