The general manager responded that the professional‑services exception can apply to highly specialized services and argued the consultant's existing relationships and experience with LAFCO and local developers would save staff time.
Members of the public who spoke during the item supported approving the agreement to avoid losing momentum on complex tasks. After discussion, a board member moved, another seconded, and the motion passed unanimously.
