Kingsbury County awards $3.29 million contract for 425th Avenue reconstruction

The Kingsbury County Board of County Commissioners on March 3 awarded the 425th Avenue reconstruction contract to Asphalt Paving & Materials Co. for $3,287,773.31 after a competitive bidding process. Civil Design, Inc. presented the bids and recommended awarding the contract to the low bidder.
County engineers set substantial completion for Aug. 7, 2026, and total completion for Sept. 4, 2026. Commissioner Roger Walls asked whether a completion date was included; Andrew Kangas of Civil Design, Inc. confirmed those dates in the contract during the bid presentation. Motion by Roger Walls, second by Steve Spilde to award the bid to Asphalt Paving & Materials Co. carried with all commissioners voting aye.
The board discussed using lower-than-expected bids to consider additional improvements requested by Redstone Dairy to 215th Street, but staff said core samples are required before moving forward. The contract award includes standard county construction provisions; the Board also authorized staying with Civil Design, Inc. for bridge reinspection work for 2026.
