Donna Frizzoli Chipman, station manager for Harpswell Community Broadcasting Corporation (ACBC), asked the Select Board to release $26,609.40 to buy three pieces of equipment (a TriCaster switcher, TriCaster controller and a 4‑monitor quad) so the station can resume full operations.
"These are these 3 things are replacing... upgraded equipment that we purchased in 2012," Frizzoli Chipman said, explaining the equipment is needed so volunteers and staff can produce programming. She said some funds previously allocated have already been spent and that the town would own the equipment.
Board members expressed concern about long-running negotiations with Comcast for a franchise agreement (which had been expected to reimburse about $10,000 per year) and questioned whether ACBC had active fundraising plans to reduce reliance on town general-fund money. The board discussed the prior 2023 warrant article that authorized $90,000 out of general-fund balance, of which $40,000 was intended for community TV; staff noted the town is still negotiating with Comcast and reimbursement timing was uncertain.
A motion to authorize $26,609.40 for the equipment was made and seconded; the transcript records discussion and later shows members addressing recusals, but the meeting record does not include a detailed roll-call tally in the provided transcript. The ACBC presenters said they would pursue fundraising and provide meeting minutes and documentation requested by the board.
Next steps: ACBC will provide meeting minutes and documentation to town staff; the board expects updated fundraising plans and will follow up in the budget process and with the budget advisory committee.
