Board moves to resolve competing field requests after lengthy scheduling dispute

A significant portion of the meeting was devoted to a sustained negotiation over field-use priorities at Rizzo Turffield, where multiple youth leagues seek overlapping weekend dates. Mark Clinton (speaker 25), representing Lopop Warner Football, and organizers for youth cricket and other leagues pressed the committee to balance long-standing permit holders against new applicants.

Camilo Espiti (speaker 27), deputy director of the planning department and chair of the monument committee, summarized a package of scheduling and fee issues as the committee considered both the return of dates by Lowell High School and the assignment of additional hours to Pop Warner. After discussion about previously paid fees and date relinquishments, the board voted to accept the four dates returned by one user and then approved a set of additional dates for Pop Warner at a reduced fee of $1,000. The committee also moved to waive $800 in fees for the four relinquished dates as a credit. The exchanges included multiple requests for clarification about who had paid, how credits would be applied and whether clubs that invested in field improvements should receive priority.

Several speakers described why a given date or slot mattered to their league. One organizer (speaker 10) said, “All I'm requesting is please keep the same permit for me,” and argued that certain playoff and tournament scheduling made morning slots essential. Board members noted the competing needs — the committee limited permit windows to three months in part to avoid open-ended bookings and encouraged parties to explore alternate venues when feasible. The committee approved a short-term set of August dates to avoid leaving organizers without permits while staff follows up on credits and schedule reconciliations.
