Pownal approves BH2M contract to advance site work for proposed fire and public-works facilities

The Pownal Select Board voted unanimously Jan. 12 to retain BH2M to perform surveying, civil engineering and permitting services for a proposed combined Fire & Rescue and Public Works site. Town Administrator Becky Taylor‑Chase told the board that attorneys for both parties resolved insurance and liability language and the board approved the contract after the Future Facilities Committee recommended moving the project into a grant‑ready phase.
Selectperson George Pottle moved to enter the contract with BH2M; Selectperson Kate Day seconded and the motion passed 3-0. The board agreed the survey and site plan work will not commit the town to construction — it is intended to make the parcel shovel ready for future grant applications. Taylor‑Chase said the initial proposal was for about $67,000 but delivering additional SLODA applications could raise the contract to a not‑to‑exceed of roughly $95,000. The Town previously authorized up to $500,000 at a town meeting for design and related work; the committee has so far chosen to pursue a smaller portion of that allocation to limit immediate expenditures.
Board members discussed timeline and grant cycles; the administrator indicated deliverables may be due in mid‑June. “We’re merely allowing the expenditure of the money that was approved by Town Meeting,” Chair Jon Morris said, adding that future steps and additional expenditures would require separate votes at Town Meeting.
