Silver Creek planning board approves parcel transfer, splits on rezoning; IUP adopted with conditions

The Silver Creek Township Board of Planning and Zoning met Aug. 5, 2025. Chairman Chris Klein called the meeting to order and the board approved the agenda and the July 1, 2025 meeting minutes by unanimous 8–0 votes.
The board approved a parcel-identification (PID) transfer for an applicant, Rodney Hebrink, on a motion by Mark Egge that carried 8–0. Later in the meeting, a proposal to rezone a property associated with Vorandesoto and Xcel Energy failed on a 4–4 vote when Brandon Geyen’s motion to rezone to industrial was seconded by Ryan Nelson but did not achieve a majority.
Following the failed rezoning motion, Chairman Chris Klein moved to approve an interim use permit (IUP) conditioned on the rezoning later passing; the minutes record that the conditional IUP motion carried 8–0. The recorded IUP conditions include: no access to 148th Street; no overnight lighting except motion-controlled lighting at entrances; a stormwater plan approved by "wcsw"; a dust-control plan; compliance with county traffic signage and requirements; and attention to mitigating backup-noise.
The record also shows Luci Snowden appearing on behalf of Knife River to discuss the Martie Pit matter; the board saved Snowden’s contact information and passed that information to a neighboring party. The meeting adjourned after a final procedural motion that carried 8–0.
